$300 million development in historic Black cooperative community will provide affordable and senior housing for thousands of Kansas City families
PRESS RELEASE: February 27, 2025--Mayor Quinton Lucas, alongside Third District at-Large Councilwoman Melissa Patterson-Hazley and Third District Councilwoman Melissa Robinson, today unveiled a groundbreaking measure to fully fund the Parade Park Homes revitalization project—marking the largest housing investment in East Side history.
The $300 million redevelopment will transform the historic community near 18th and Vine into a vibrant, mixed-income neighborhood featuring 1,100 affordable homes, including senior-accessible units, family housing, and workforce options. The plan guarantees former residents the right to return once construction is complete.
"Parade Park Homes stands as a crown jewel of Kansas City's East Side and an important part of our city's Black heritage," said Mayor Lucas. "This historic investment ensures Parade Park will continue as a vital housing development that welcomes Kansas Citians of all ages while preserving its cultural significance for generations to come."
Funding for this project will be secured through the City's Housing Trust Fund and Shared Success Fund, with additional resources available from the Central City Economic Development Fund. The development team is led by Kansas City-based Twelfth Street Heritage and Flaherty and Collins of Indianapolis, which has played a key role in the redevelopment of Kansas City’s West Bottoms and River Market areas.
The ordinance also creates a Parade Park Homes Future Fund to support later phases of development.
